About the role

Job summary

The Global Monitoring, Evaluation, and Learning (MEL) Officer will lead the design and implementation of MEL systems in countries lacking dedicated M&E staff, ensuring alignment with global standards and objectives. This role focuses on adapting MEL frameworks to local contexts, enhancing data collection and evaluation processes, and mentoring regional MEL managers.

Qualifications

  • Master’s degree or equivalent in public health, statistics, economics, international affairs, social science, or international development.
  • At least 5 years of experience in managing M&E systems for international NGOs, preferably in public health or eye health care.
  • Proficiency in quantitative and qualitative methods, M&E planning, and data visualization.
  • Familiarity with the international eye health care sector and experience in Africa, Asia, or Latin America is a plus.
  • Basic knowledge of statistical analysis software (e.g., Epi Info, SPSS, STATA) is desirable.

Responsibilities

  • Lead the design and implementation of MEL frameworks for countries without dedicated M&E staff, ensuring alignment with global standards.
  • Provide strategic guidance for adapting MEL frameworks to local contexts and integrating global projects.
  • Develop data collection and monitoring tools to measure progress and impact effectively.
  • Mentor country MEL managers and program staff to enhance MEL capacity across regions.
  • Participate in global MEL initiatives and support the development of MEL tools and methodologies.

Skills

  • Strong analytical skills with the ability to interpret complex data and generate actionable insights.
  • Excellent organizational and communication skills, both oral and written.
  • Proficiency in MEL methodologies and tools for data collection and analysis.
  • Ability to manage multiple assignments and work effectively in a team or independently.

Education

  • Master’s degree or equivalent in a relevant field.

Tools

  • Familiarity with project databases (e.g., Excel, Access) and statistical analysis software.
