The Position:

The purpose of this consultancy is to provide time-bound surge capacity to the Supply Chain Orchestration and Analytics (SCOA) function, located in Pillar 3 of the UNFPA Supply Chain Management Unit (SCMU), by supporting the day-to-day operation and continuous improvement of the SCOA Control Tower, including data preparation, KPI monitoring, analytical reporting, dashboard maintenance, and coordination of routine data inputs.

Under the guidance and supervision of the SCOA Analyst, the Individual Consultant will provide operational, analytical, and coordination support to the SCOA team and relevant stakeholders (HQ, ITSO, Regional and Country Offices, and partners) in support of Control Tower and related reporting activities.

The UNFPA Supply Chain Management Unit (SCMU) is self-funded and was made operational in January 2022. It is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.

You would be responsible for:

A. Control Tower data operations and analytics support

  • Support collection, consolidation, validation, and preparation of supply chain data from multiple sources (e.g., ERP systems, country reporting tools, logistics platforms, partner datasets) for use within the SCOA Control Tower. 
  • Perform routine data validation and quality checks (completeness, consistency, timeliness) and support reconciliation across systems and reporting periods. 
  • Support/monitor ETL processes feeding the Control Tower analytical layer, including coordination with ITSO (or other teams) to resolve data issues and ensure timely refreshes. 
  • Support preparation of analytical datasets and monitoring of early-warning/alert indicators, ensuring thresholds and inputs are correctly populated. 
  • Contribute to identification of trends, variances, and exceptions, including use of Power BI features (e.g., automated insights, anomaly detection, smart narratives), as applicable. 

B. Reporting, presentations and analytical communication

  • Support routine and ad-hoc reports, briefing notes, and presentation materials derived from Control Tower outputs. 
  • Develop charts, tables, and visual summaries for coordination meetings, management reviews, and technical briefings. 
  • Support testing/validation of reporting outputs prior to release to ensure accuracy and alignment with agreed KPI definitions. 

C. GFPVAN support (as applicable)

  • Support GFPVAN-related data processes (ingestion, validation, and preparation for integration). 
  • Assist in maintaining GFPVAN analytical datasets/extracts and related reporting outputs used for global visibility and coordination. 

D. Coordination, change management and continuous improvement

  • Coordinate routine data submissions from Regional and Country Offices (track deadlines, follow up on missing/incomplete inputs, maintain logs of issues and resolutions). 
  • Support communication between SCOA, ITSO, Regional Offices and Country teams on data-related matters; participate in meetings and document actions. 
  • Support onboarding/user support, documentation updates, and continuous improvement of data quality, reporting efficiency, dashboard usability, and analytics processes. 

Qualifications and Experience: 

Education:  

  • Completed secondary level education (high school or equivalent) is required.
  • A first-level or advanced degree in Information Technology, Data Analytics, Supply Chain Management, Statistics, Computer Science, or related field is desirable.

Knowledge and Experience: 

  • A minimum of 6 years of progressively responsible experience in data analysis, business intelligence, analytical reporting, systems/data support functions, or related areas is required. The minimum years of relevant experience is reduced to 3 years for candidates who possess a relevant first-level or advanced university degree.
  • Demonstrated experience supporting data preparation, validation, and quality assurance across multiple sources (ERP, country reporting tools, logistics platforms, partner datasets). 
  • Hands-on experience with structured datasets and databases, including use of SQL for extraction, transformation, validation, reconciliation. 
  • Experience supporting/monitoring ETL processes and coordinating with IT/data teams on refreshes and issue resolution. 
  • Practical experience with BI/data visualization tools, preferably Microsoft Power BI (dashboard maintenance, KPI monitoring, data models/relationships). 
  • Strong Excel skills (formulas, PivotTables, conditional formatting). 
  • Experience with supply chain, procurement, logistics, inventory, or shipment data in an international or public-sector context is an asset. 

Languages: 

  • Fluency in English is required. Working knowledge of another official UN language is an asset.
